WHAT IS DSTO?
The Defense Science and Technology
Organisation [DSTO] is part of Australia's Department of Defense and is
the primary defense research facility in Australia. The organisation's
main role is to give professional advice to Australian Defense Forces,
on science and technology that is best suited to Australia's defense needs.
The DSTO has a staff level of about 2600 (includes engineers and scientists)
and an annual non-classified operating budget of around $235 million. The
organisation has two major laboratories headquartered in Melbourne and
Salisbury, South Australia. DSTO also has outposted staff in various parts
of Australia, and representatives in LONDON, WASHINGTON and BANGKOK.
DSTO AND AUSTRALIAN DEFENSE
Australia's harsh climate, long distances
and small population make high technology the primary key to Australia's
defense. Sophisticated surveillance and communications systems break through
the barrier of distance, and smart weapons give our nations defense, increased
striking power. DSTOAs role is to make best use of technology and the development
of major defense systems.
A lot of Australian defense equipment
is designed overseas, DSTO has a critical role in evaluating this hardware.
DSTO also develops indigenous equipment to cope with the harsh Australian
enviroment.
DSTOs PROJECTS
JINDALEE Over-the Horizon Radar
- which can detect ships and aircraft thousands of kilometres from the
Australian coast - far beyond the range of normal surveillance radars.
Besides giving the RAAF and the Navy early warning of intruders, it can
also assist customs and immigration authorities who need lowcost means
of watching for smugglers and illegal immigrants. Jindalee also provides
timely information on wind direction, speed and sea state, allowing better
cyclone tracking. Work has now commenced on the Jindalee Operational Radar
Network JORN) The network will initially consist of one transmitter-receiver
radar located near Longreach in Queensland, and a second near Laverton
in Western Australia. When JORN is completed in 1997. Australia will be
able to monitor its vast northern coastline, one of the longest, least
inhabited in the world.
LADS laser Airborne Depth
Sounder - which allows Navy hydrographers to chart coastal waters ten times
faster than traditional surface-bared echo-soundmg methods. LADS user airborne
lasers for the accurate charting of shallow waters and reefs.
KARMIARA - which was designed
and developed to provide oearsoe for the new Collins Class submarines.
This unique device comprises a very slim, lightweight cable containing
hydrophones which can locate other vessels at long range.
NULKA - The Nulka decoy system
is based on DSTOAEs hovering rocket program and represents a major advance
in anti-ship missile technology. Following successful trials of the system
by the Royal Australian Navy and the US Navy, production of Nulka is now
underway.
CRACK PATCHING - This repair
technique for structural cracks in aircraft and ships has been developed
using a high strength fibre composite material to make highly efficient
and cost-effective reinforcements and repairs. This technique has saved
the RAAF millions of dollars and can also be used on civilian aircraft.
It has also been successfully used on ships of the RAN.
STUBS - This device offers
genuine computer security. The technology is a combination of computer
software and hardware which can he intergrated into a computer network
to create a gate- way which prevents unauthorised information transfers.
INGARA - This is an airborne
land surveillance radar system that is being developed for demonstration
to the ADF. The project grew from AuSAR, a DSTO, project to develop the
first Australian Synthetic Aperture Radar Ingara is designed to detect
both static and moving targets, such as small vehicles, at ranges of 60
km in all weathers by day and night. The radar will scan on both sides
of the aircraft covering swathes of territory up to 100 km wide.

DSTO and UFOs
In 1990 I was
contacted by a woman who arranged to meet me to pass on a story she had
been told by a senior Royal Australian Air Force mechanic. It involved
Salisbury (DSTO). According to the woman, the mechanic had worked at the
facility on a number of craft with unfamiliar mechanical systems. Most
were strangely-shaped and one was round. He was told that some of these
were UFOs and that alien bodies had been recovered from them. There were
several different species of alien, but two of them were externally like
human beings, except that their internal organs were different.
Another story,
told to me by a well-known journalist, involves a television camera crew
which was allowed into Edinburgh (DSTO) to make part of a corporate video
for the RAAF and which entered an off-limits building by mistake. There
they found a saucer- shaped aircraft, and were about to examine it when
military personnel found them and ushered them away, insisting that they
not disclose what they had seen. Another story, told to me by a businessman
who travels extensively abroad, concerns a document describing an Australian
TOP SECRET operation called Project Apotheosis, concerning the transport
of aliens from Salisbury to a secret destination.
A more complicated
story was told to me by a man who claims to have been involved in actions
following a UFO crash on the Nullarbor plain soon after it had happened.
Two men, one an American, were on the Eyre Highway near the border between
South Australia and Western Australia in 1977 when they saw a purple -
green
fireball crash nearby.
They came to
the place and one of them entered the craft where he found two aliens,
one dead and the other uttering a slight squealing noise. Both in appearance
were pot-bellied, about one and a half metres tall, and had long, thin
arms. Their eyes were large and black and there were no ears or hair. When
the man emerged from the wreck he found military personnel on the scene,
who arrested his friend and himself and took them away from the crash site.
The American disappeared (apparently he was absent without leave from the
armed services) and the Australian, who was also a soldier, was put in
custody for two weeks and persuaded that what he had seen was a normal
aircraft crash. He claims that he has subsequently heard of several other
UFO crashes which have been cleared up in great secrecy by the military.
